It was jointly invested by Huaneng Shandong Power Generation Co., Ltd. and Shandong Ruyi Technology Group Co., Ltd. and operated by the Owner. SINOSURE was the insurer, POWERCHINA Nuclear Engineering Company was the general contractor in the form of F (financing) + EPC, SEPCO1 Electric Power Construction Corporation was the construction unit, Wuhan Kaidi Electric Power Environmental Co., Ltd. was the EPC contractor of the desulfurization island and Fujian Longking Co., Ltd. was the EPC contractor of electric precipitation works.
2. Major environmental problems to be addressed
Emission control of particulate matter, SO2 and other pollutants in flue gas from the coal-fired power plant.
3. Environmental standards and/or main index limits to be followed
According to the National Environmental Quality Standards (Self-Monitoring and Reporting by Industry Rule), 2001, Pakistan, SO2 emission concentration shall be no more than 400 mg/m3 and particulate matter emission concentration shall be no more than 500 mg/m3 from the coal-fired power plants. According to the emission limit requirements of the third period of the Emission Standard of Air Pollutants for Thermal Power Plants (GB 13223-2003), SO2 emission concentration shall be no more than 400 mg/m3 and flue dust emission concentration shall be no more than 50 mg/m3.
4. Technological process
The flue gas of the coal-fired unit enters a low-low temperature electrostatic precipitator for dust removal after heat exchange and cooling by a low-temperature economizer, and then it is desulfurized by the limestone-gypsum wet processing, and finally emitted from the chimney after being demisted by a demister.
5. Environmental pollution control effects
During operation under 100% load, 75% load and 50% load, the desulfurization efficiency could reached 95%, SO2 emission concentration was less than 130 mg/m3, and particulate matter emission concentration was less than 20 mg/m3.
6. Social benefits
The project improved the local infrastructures and created thousands of jobs. It is a coal-fired power plant with the largest single-unit capacity, the most advanced technology, the highest efficiency, the best operation economy and good environmental protection in Pakistan. With a construction period of 22 months and 8 days, it has the shortest construction period among the same type of units abroad, creating the “Sabinal Speed”. The project has won the highest prize in engineering design in the history of engineering construction since the founding of Pakistan and has been well received by all circles in Pakistan.
7. Economic benefits
The project will promote the sustainable development of the China-Pakistan Economic Corridor and drive the local economic development.
Project significance: The Punjab Province in Pakistan is one of the regions with the most serious air pollution as reported by WHO. The project is the first completed energy project under the framework of the China-Pakistan Economic Corridor, which not only greatly eases Pakistan's serious power shortage, but also effectively mitigates the increasingly serious air pollution brought about by local economic development. The project is a “prioritized” project of the China-Pakistan Economic Corridor, which can meet the power demand of 10 million local people, making up one quarter of Pakistan's power shortage. It is of great significance for maintaining China-Pakistan friendship, promoting cooperation between both countries and implementing the “Belt and Road” Initiative.
